SEVENTH ORDER OF BUSINESS New Business

A. Fountain Kings – Lake 2 Fountain Light Replacement – Proposal

The Board considered a proposal from Fountain Kings in the amount of $1,230.93 to replace a non-functioning light at the Lake 2 fountain.

Vice Chair Martel stressed the importance of maintaining a consistent bulb color throughout the community, noting that residents have observed variations among existing fountain lights. Chair Cutler questioned whether the proposal included the annual licensing fee and what services were covered under the update.

Compliance Manager Gindling stated that the proposal appeared to include software updates and verification that county data was current and accurately reflected in the system, but additional clarification was needed.

Staff was directed to obtain further information from FLGIS regarding the scope of services, included costs, and any recurring annual fees.

On MOTION by Supervisor Williams, seconded by Supervisor Given, with all in favor, the Board approved the FLGIS proposal in the amount of $2,520.

C. Fishing Hole off Calle Arragon Ave – Clean up – Discussion

The Board discussed a homeowner’s request to clear spike rush vegetation behind a residence on Calle Arragon Avenue to improve access for fishing. District Manager Teague recalled that a similar fishing access area had been cleared before and noted that they want openings where fishing lines can be cast and retrieved without obstruction from vegetation.

Vice Chair Martel inquired whether there would be any cost associated with clearing the area, and District Manager Teague confirmed the work could be completed at no additional cost to the District.

Finding no objection to the request, the Board directed staff to coordinate with the lake maintenance contractor to clear the area and maintain fishing access.

On MOTION by Chair Cutler, seconded by Supervisor Given, with all in favor, the Board approved the clean up of the fishing hole.

EIGHTH ORDER OF BUSINESS Field Manager

A. Field Report

District Manager Teague reported that revisions are being made to improve follow-up on recurring maintenance issues and address concerns regarding delayed contractor responses.

Supervisor Williams reported that he met with Patrick of Greenscapes to review Field Manager Pepin’s latest report, which identified several outstanding landscaping issues dating back to May and June. Patrick acknowledged the concerns and indicated that crews would begin addressing the items immediately, including working Saturdays to help reduce the backlog. He further explained that Greenscapes has experienced staffing shortages due to workforce losses, resulting in the loss of approximately eight employees, or roughly two and a half trimming crews.

District Manager Teague advised that staff will be increasing direct follow-up with contractors to monitor progress and obtain timelines for completion of outstanding items.

Supervisor Williams also reported that Karras Lawns has begun performing irrigation wet checks for the District and is coordinating with Compliance Manager Gindling to obtain access to the Tucor system to improve efficiency.

Chair Cutler requested that staff obtain proposals for mosquito treatment services and discussed the possibility of coordinating treatment efforts and costs with the LLCA. The Board also discussed increasing concerns regarding cane toads and iguanas, including coordination with individual neighborhoods, trap placement, and whether the number of traps should be increased after having previously been reduced. The Board further discussed the potential placement of additional traps on private property, in addition to CDD owned property, to improve control efforts.

i. HOA Maintenance Issues

Supervisor Williams reported that he spoke with Patrick of Greenscapes regarding the numerous landscaping items identified in Field Manager Pepin’s report and requested an update on the status of the outstanding issues. Patrick acknowledged the concerns and reiterated that Greenscapes remains short-staffed, which has contributed to delays in completing some of the work.

Chair Cutler expressed concern regarding the length of time many maintenance issues remain unresolved and asked whether a face-to-face meeting could be scheduled with the landscapers to review the specific problem areas. District Manager Teague noted that Premier does not directly manage the landscapers but agreed that additional communication and follow-up are necessary to address the ongoing concerns.

Vice Chair Martel reminded the Board that Field Manager Pepin previously distributed landscaping guidelines to all landscapers.

District Manager Teague recommended sending a formal letter to each landscaper, along with Field Manager Pepin’s report, requesting a status update and corrective action plan for the outstanding items. The same correspondence will be provided to the CAMs, requesting anticipated completion timelines and ongoing maintenance schedules.

Staff will follow up with each landscaper to obtain updates and monitor progress on the identified issues.

B. Project Updates

i. Berm Planting Project

a. Greenscapes – Jasmine Groundcover Southern Berm

District Manager Teague reported that, according to Field Manager Pepin, installation of the jasmine groundcover on the southern berm is expected within the next one to two weeks.

He also referenced correspondence received from resident Jeff Kelly regarding the berm area behind his home. Chair Cutler expressed concern about replacing the jasmine before determining the cause of the previous plant loss, noting that a significant section of the berm had failed and that replanting without identifying the underlying issue could result in the same outcome.

The Board requested that staff contact Greenscapes to determine the cause of the plant failure prior to installation of the new jasmine.

ii. Greenscapes – Hardwood Tree Trimming Project

District Manager Teague reported that the hardwood tree trimming project was scheduled for completion on September 10 and 11, 2026. Field Manager Pepin will inspect the completed work during the next field inspection.

The Board reviewed the proposed goals and objectives for Fiscal Year 2027.
