Community Development District
The regular meeting of The Board of Supervisors of the Laguna Lakes Community Development District was held at the Laguna Lakes Clubhouse, 15250 Lakes of Laguna Boulevard, Fort Myers, Florida and also via web conference on June 18, 2025.

The following is a summary of the discussion and actions taken at the Laguna Lakes Community Development District (CDD) Board of Supervisors regular meeting.
FIRST ORDER OF BUSINESS Call to Order and Roll Call
The meeting was called to order, and District Manager Cal Teague called the roll. Four Board members were present, and Vice Chair Martel attended remotely. Also attending were Assistant District Manager Melissa Gindling, David Schmitt, the Engineer, and Resident Vickie Rose. Attending remotely was Mandie Rainwater, Assistant District Manager.
On MOTION by Chair Cutler, seconded by Supervisor Williams, with all in favor, the Board approved Vice Chair Martel’s attendance remotely.
SECOND ORDER OF BUSINESS Approval of the Agenda

On MOTION by Supervisor Busa, seconded by Supervisor Given, with all in favor, the Agenda was approved, as amended.

FIFTH ORDER OF BUSINESS Engineer
A. Drainage Concerns at 8880 Paseo De Valencia
This area started having drainage issues after both neighbors had pools installed. Engineer Schmitt recommended having the drainage pipe televised to see if there is a bad joint or clog. The Board approved this, and the proposal was returned to the contractor. Staff is awaiting their report.
B. Easement for Drainage Pipe Near Clubhouse
Engineer Schmitt reported that Attorney Cohen has reviewed the HOA’s Declaration document and reported there is no easement for the drainage pipe in question. The attorney recommended performing a title search to make sure, and then requesting the easement. If the Board would like to proceed with this, the cost for the drainage pipe inspection is between $800-1400 and a legal description would be estimated at $7,000. There will also be some attorney fees related to drafting and recording the easement document.
There was discussion on the timing of this project, along with the drainage in the clubhouse parking lot. Vickie Rose commented that the parking lot drain was cleared out a few years ago.
The Board decided to hold off on the pipe inspection and survey work until November/December when more funds would be available.
SIXTH ORDER OF BUSINESS Old Business
A. Irrigation
i. Irrigation Monitoring and Schedule Update
Several irrigation reports are in the packet. There were several clock and pump issues this month, but all have been resolved. Chair Cutler commented that clock one controls more area than expected around the perimeter of the community.
ii. Pump Station Update
There was an issue with the irrigation pump on 5/25 and it needed to be shut down. Hoover performed 2 site visits for maintenance, and the pump is fully back up and running. All repairs were made under warranty.
iii. Irrigation Maintenance on the Berm
Staff is under the impression that the neighborhood landscapers have been conducting wet checks and performing irrigation maintenance to the interior perimeter berms since they are maintaining the plants in this area, while the LLCA is responsible for the exterior. This seems to be the intention of the landscaping maintenance agreement between the CDD and associations. However, from what staff has been told recently, Ramirez was doing maintenance on all of the interior and exterior berms, including the risers, when they worked for the LLCA. Now that they only work for the sub-associations, they feel they are only responsible for the irrigation on private property.
The Board agreed that the original landscaping agreement implied that each sub-association would be responsible for the interior berm within their neighborhood, and asked staff to send a letter to each parcel with this reminder. Supervisor Williams will be asked to review these communications.
Supervisor Williams also reported that Ramirez cleans/maintains the landscaping up to the line of arecas regularly, and then cleans past/behind the arecas twice a year and bills the LLCA. Staff will follow-up with Ramirez to find out what the schedule is for the twice a year maintenance so that it can be shared with Field Manager Pepin.
While the parcels are responsible for basic maintenance on trees up to 12 feet, the CDD is responsible for trimming taller trees over 12 feet in height. Field Manager Pepin will be asked for an estimate and suggestions on trimming/maintaining the arecas, to be done next fiscal year.
Supervisor Williams commented that he was concerned about the lack of reporting on work orders from No Limit. The Board suggested that No Limit be asked to provide weekly invoices rather than monthly, and staff will make this request.
SEVENTH ORDER OF BUSINESS New Business
A. Washout Repair Quote at 9220/9230 Belleza Way
The neighborhood landscaper Greenscapes has provided an estimate to regrade the area and to put down approximately 1 pallet of floratam sod for $944.85. The Board approved this proposal.
On MOTION by Supervisor Busa, seconded by Supervisor Given, with all in favor, the Board approved the washout repair quote from Greenscapes for $944.85.
EIGHTH ORDER OF BUSINESS Field Manager
A. Project Updates
i. Width of Littorals in Lakes
Lakes 4 & 5 showed signs of recently treatment during the last field inspection. In addition, staff received a report from a resident this week that a child has been pulling littorals out of one of the lakes to fish. Staff is waiting for some additional details from the resident, and if we receive proof of the littoral damage, will be sending a letter to the child’s parents notifying them that this is a violation.
ii. Dead Palm Tree at 8900 Paseo De Valencia
The palm tree has been cut down and the replacement areca should be planted later this week or next week.
iii. Maple Tree Replacement at 9150 Red Canyon Drive
The new maple tree should be planted later this week or next week.
iv. Fountain Repairs
All fountain repairs have been completed and all systems were back online during the June inspection.
v. Semi-Annual Palm Frond Cleanup
As of this month’s field inspection the dead palm fronds have not been picked up yet. This was discussed earlier, and staff will try to figure out Ramirez’s schedule for this maintenance.
vi. Berm Plantings
Plants were installed late last week. The contractor will be returning later this week or early next week to put down the pine straw and sod. The Board commented that the southern berm plantings should be completed next year, and planning should start soon. They asked for an alternative plant to arecas that would still provide privacy.
vii. Midge Fly Treatment Update
The June treatment was completed last week. Gambusia stocking should also be completed by the end of the month.
viii. Repair of Lake 6 Washout and Lake 7 Ruts
Repairs will be completed when Pristine Lakes is onsite installing the areca palm and red maple.
NINTH ORDER OF BUSINESS District Manager
A. Fiscal Year 2026 Budget Discussion
The Attorney has drafted the mailed notice to the residents, and this is being reviewed by staff. Once finalized, a copy will be provided to the Board.
District Manager Teague reported that $40,000 was assigned to an operating reserve account a few years ago, but with the deficit from last year and this year, this amount will not be available. He recommended that the Board remove the designated fund from the reserves, and any amount that was left will become unassigned. It was clarified that if additional funds were available at the end of next fiscal year, some could be assigned back to a reserve account if desired. The Board made and approved a motion to unassign the funds.
On MOTION by Chair Cutler, seconded by Vice Chair Martel, with all in favor, the Board released the $40,000 designated to reserves, allowing the funds to become unassigned.
B. Cash Flow Update / Line of Credit Status
At the last meeting, the Board asked for confirmation that the line of credit is still available. The DM reported that a 3 year credit line at about 6.2% is available. Some fees may be charged for opening the line.
The Board discussed upcoming expenses, as well as the Monterrey sod project that resulted in extra watering expenses. They requested that staff present a credit line offer/paperwork with all of the details at the next meeting, and depending on cash flow, they will likely consider opening the credit line.
C. Reminder to File Form 1 and Ethics Training
This is a reminder for file Form 1 by July 1, and to take the required ethics training by the end of the year. Both of these are annual requirements.
TENTH ORDER OF BUSINESS Attorney
Staff commented that the Attorney has been very responsive to all questions asked of him.
ELEVENTH ORDER OF BUSINESS Supervisor Requests/Comments
Supervisor Williams commented on the rain sensor auto-shutoff on the pump station.
Supervisor Given commented on the pump station issue and how an issue popped up so soon after installation.
